You can find a circle's current checklist items on the checklist tab of the circle page.
If you can see the "Add Item" button, then you have the authority to add items to the checklist for one or more roles.
You can always add checklist items for any role you fill. In addition, Lead Links and Admins can add checklist items for any role in the circle, or for all members of the circle at once. Facilitators, Secretaries, and Rep Links can add items for any role in the circle, but cannot add items for all members of the circle at once.
