When you submit an asynchronous proposal, the other members of your circle will have a chance to either indicate "no objection" or else ask to discuss the proposal at a meeting.

If your proposal has been escalated to a meeting, you can import the existing proposal into the meeting, so you won't have to type it all out again.  You can also import any proposal that was drafted but never actually proposed.

See the screenshot below of the "My Tensions" page.  The first tension in the list has a proposal associated with it, as indicated by the "Proposal drafted" link.  This one was saved without being proposed.  The second one also has a proposal, which was proposed and then escalated to a meeting.

During the next governance meeting of the appropriate circle, you can click the "choose from tensions" link under the Agenda item text box.

In the resulting dialogue, select the appropriate tension. There will be a document icon next to it to indicate that this tension has a proposal already built.

The proposal will then be automatically loaded into the meeting, ready for the next steps in the governance process.
