The Circle Lead assignment for a sub-circle must be made from the parent circle. This is because a circle, from its parent circle's point of view, is just another role.In the normal course of business, the Circle Lead of the parent circle would make the assignment. However, the Secretary of the parent circle also has the ability to do this in GlassFrog (but would normally only do it at the instruction of the Circle Lead). GlassFrog Admins also have the power to make role assignments like this (but also would normally only do it at the instruction of the Circle Lead).
